Javier Milei is the president of Argentina whose February 2025 post promoting the LIBRA token preceded a multibillion dollar collapse and years of criminal, congressional, and civil investigation.

Javier Milei is a libertarian economist who became president of Argentina in December 2023 on a chainsaw waving anti establishment platform. His place in meme coin history rests on a single post: on February 14, 2025, he shared the contract address of the LIBRA token on X, and the fallout, covered at LIBRA scandal, became the first meme coin crisis to threaten a sitting head of state.

The LIBRA post

Milei's post presented LIBRA as a private initiative to fund small Argentine businesses. The token, created by Kelsier Ventures chief executive hayden davis with the firm KIP Protocol, spiked to a multibillion dollar valuation within hours and then collapsed more than 90 percent as insider wallets pulled liquidity, with analyses cited in press reports estimating losses around 250 million dollars across tens of thousands of wallets. Milei deleted the post the same night and said he had not been "interiorized" in the project's details, describing his tweet as spreading the word rather than promoting an investment.

Investigations

Everything that follows is allegation and investigation rather than adjudicated fact. Argentine prosecutors opened a criminal probe into Milei for possible fraud and influence peddling; opposition lawmakers pursued impeachment motions that failed; and a lower house investigative commission concluded in a report covered by the Buenos Aires Times and Buenos Aires Herald that Milei used his presidential role to spread an alleged scam, assigning political responsibility to him and his sister, chief of staff Karina Milei, findings the government rejected. The Block reported the commission found Milei provided "essential collaboration" to the project. In November 2025 an Argentine federal judge froze the assets of Davis and two associates, and March 2026 reporting by MercoPress described a court probe finding an alleged draft agreement for a 5 million dollar payment tied to Milei's promotion, along with call records showing seven calls between Milei and intermediary Mauricio Novelli on the night of the post. In April 2026 the Chamber of Deputies revived its inquiry and began summoning ministers. A US class action proceeds in New York, where a judge in August 2025 dissolved a freeze on some 58 million dollars of Davis's funds pending litigation, per Protos. Milei has denied all wrongdoing throughout and remains uncharged as of mid 2026.

The Investigation Task Unit

Milei created the Investigation Task Unit (UTI) on February 19, 2025 to probe the scandal, headed by Justice Ministry official María Florencia Zicavo. He dissolved it by decree on May 20, 2025, saying it had completed its "assigned task"; its findings were never made public.

Case developments through the 2025 midterms

In May 2025, federal judge María Servini ordered the bank records of Javier and Karina Milei unsealed, while the siblings skipped a mediation hearing tied to a civil suit brought on behalf of 25 alleged LIBRA victims. On September 17, 2025, Servini declared herself not competent to continue hearing the case, which moved to federal judge Marcelo Martínez de Giorgi and was unified there with a related complaint against Karina Milei; prosecutor Eduardo Taiano remained on the case. Despite the scandal, Milei's La Libertad Avanza party won the October 2025 midterm elections with about 41 percent of the national vote and 101 of 257 seats in the Chamber of Deputies.

The Romeo querella

Forensic analysis of Mauricio Novelli's phones, reported by DL News in March 2026 citing La Nación and court filings, found that Novelli began paying Milei in late 2021 to teach Zoom classes on financial education and cryptocurrencies for his company N&W Professional Traders. The same forensic record allegedly shows Novelli instructing his secretary on June 22, 2023 to set aside 2,000 dollars "for Milei's secretary," and, in a recovered audio message from April 2, 2024, four months into Milei's presidency, to gather "$4,000 for Karina," a reference to Karina Milei, according to investigators' findings as reported by DL News.

On March 28, 2026, deputy Juan Grabois formally asked judge Martínez de Giorgi to summon Javier Milei, Karina Milei, and Novelli for questioning. On April 5, 2026, the private complainants known as the Romeo querella filed a 204 page presentation asking the judge to summon 16 people, including both Mileis, spokesman Manuel Adorni, Demian Reidel, Novelli, Sergio Morales, Manuel Terrones Godoy, Julian Peh, hayden davis, and Bartosz Lipinski. The filing concluded that Milei "was not a secondary actor or deceived official" but "the central instrument of public validation" of the alleged scheme, an allegation from the querella rather than an adjudicated finding. The same filing attributes to Karina Milei "a central and hierarchical role," alleges Novelli coordinated the extraction of 44.593 million dollars and organized a "War Room" in Dallas, and alleges Terrones Godoy liquidated 152,000 dollars during the KIP launch; these remain querella allegations, not findings of fact.

Querella removed from the case

In early July 2026, judge Martínez de Giorgi removed all five private complainants from the case on a defense motion arguing they had not proven direct harm, leaving the investigation solely with prosecutor Taiano; coverage of the ruling characterized it as a severe setback for the probe. The removal was appealed to Sala I of the Federal Appeals Chamber, before judges Bruglia, Llorens, and Bertuzzi, with a hearing set for August 10, 2026. In an August 7, 2026 filing, the Romeo querella alleged that 74 bot controlled wallets bought LIBRA seconds before Milei's post and extracted 44.5 million dollars, an allegation from the querella that has not been adjudicated.

Status as of August 2026

As of August 19, 2026, no procesamiento, the formal indictment step in Argentine criminal procedure, has been issued against Javier Milei, Karina Milei, Novelli, or Terrones Godoy, and no class certification ruling has been issued in the US civil litigation in New York. Milei has made no new public comment on LIBRA reported since February 17, 2025, when he said, "I did not promote that. What I did, I spread the word."

Significance

LIBRA converted the celebrity coin wave playbook into a constitutional problem: the same launch structure as any celebrity rug, but with a president's account as the distribution channel. In the trenches the episode is the permanent citation for why political access became the most valuable and most dangerous form of coin marketing.
